I am having the same issue when I try to login to my account. On one computer, I have no problem logging in; on the other I am getting the "server did not respond message". Both computers on same network. I do not have any firewalls enabled on either computer.
Sep 14, 2013 · The VPN server did not appear to respond. Ping is disabled on the interface for security reasons. Other clients are able to connect. Hence it seems that for some reason the VPN server is not responding to a particular client, whilst it responds to others. The login server did not respond. You may have a connection issue that is not related to the League of Legends server. Note that the attempts are very short (~1 second).
